The Associated Press has a video report on the Manhunt 2 ban, including an interview with David Cooke of the British Board of Film Classification (BBFC), the group which issued the ruling.

I'm rather disappointed by the video, They didn't show anything but abstract images leaving it impossible to form an opinion of the game. Furthermore, the person from the BBFC for the most part described most of the game in the stealth genre. Sneaking out of shadows and killing a guy. So what? That's Splinter Cell. Everybody played that. Pens as weapons? That's unique, but still raises no red flags. From this piece I don't think the average person could walk away informed as to why the game was banned.
