PEGI or BBFC for U.K. Ratings? We'll Find Out This Morning

The British Government's long-awaited decision as to which agency will take control of video game content rating chores in the U.K. should come this morning.

gamesindustry.biz reports that the release of the Digital Britain report by Communications Minister Lord Stephen Carter (left) will follow a statement in the House of Commons. From gi.biz:

The report, which is expected to cover a number of videogames industry issues, including the decision on game ratings, will also cover off a number of high profile issues, such as the UK's broadband infrastructure and the future of analogue radio.

Erm... no

Try actually looking at how many games have had to have content changes so they could be released due to refusal of classification by the BBFC.

Carmageddon in 1997 and Manhunt 2 in 2008. That''s it, thats the entire list. Howexactly is the BBFC snubbing the games industy?

The Pound is recovering quicker than the Euro at the moment as well. Was pretty much on 1to1 about 3 weeks back (so if we were ever going to make a switch that would have been the perfect time).

It's already back to 84p to the Euro

A great day for all the PEGI lobbying and underhand tactics. I somehow foresee a number of complaints in the future at the confusion between film and game ratings and there will probably be further investigations into the matter. I can't see this ending the debate any time soon.

All I know is that I will be buying a lot more 18 rated games in the future due to PEGI's overreactive ratings that don't reflect the content well.

Same. I think there are going to be a lot of sore MPs that didn't win this one- but then, we'd probably see the same response if the decision went the other way.

The confusion will subside, though- in the long run we're looking at less confusion than we have had so far, with the "mixed ratings board for one media form" fiasco, and eventually people will see the sense in having two different boards rating two different media.

Clasification of Video Games

Finally, the Government will adopt a new and strengthened system of classification for boxed video games incorporating the newly enhanced Pan European Game Information system (PEGI).

A consultation was carried out between July and November 2008, which solicited comments about four potential options to amend the current system for classifying video games.

We have selected the Enhanced PEGI system, as it combines the best of a pan- European self regulatory system designed specifically for video games with a strong UK based statutory regulator taking account of the views of the UK public. It will give consumers a single set of clear logos for video games that will apply across most of Europe, providing an international solution for game content regulation. It has the flexibility required to adapt to the challenge of rapidly-evolving technology in the games sector and will be highly effective in the online world.

This system meets all the key criteria set out by Professor Tanya Byron in her report “Safer Children in a Digital World” and will offer improved protection for children including, for the first time, making it illegal to sell games suitable for 12 and older to underage children.

PEGI Online is also part of the range of online safeguards helping parents and children determine what content is appropriate, including BBFC.online and the new system for regulating television on-demand being established to implement the Audiovisual Media Services Directive.

I'm pretty sure that's true but as far as I know, PEGI has never done that.  And shame on it if it has.

I'm not backing PEGI, I'm simply making the point that an organization that is setup to rate games should not ever, under any circumstances refuse to rate a game based solely on its content.

Didn't say they wouldn't- I've only brought the issue up as "BBFC can ban" isn't a reasonable negative to bring up against the BBFC. "BBFC have banned" is another matter.

They don't refuse to rate the game, they reviewed the game and denied it a classification (rightly too, Manhunt 2 was a piece of shit booted out the door to make a quick buck on the back of controversy.)

And if it's not meant to be rated based on content, what IS it meant to be rated on, the cover art? What other people think it is going to be like but haven't actually seen?

Let me rephrase that, "an organization that is setup to rate games should not ever, under any circumstances refuse to classify (or otherwise assign a rating to) a game based solely on its content."

No, Manhunt 2 was not rightly denied a classification.  It doesn't matter if the game sucks, it should have been rated for its content, not its quality.

No, it's supposed to be rated on content.  I just put that line in there because a ratings organization should be able to refuse classification for other reasons like the publisher not paying the rating fee.
