I used to play World of Warcraft a few years ago, so maybe some of this has changed since then, but you can create as many characters as you want, but with a few exceptions, they start at level 1. The new expansion is going to give you basically a voucher that lets you immediately jump one of your characters to level 90.

Now, Blizzard is concerned that some players are going to want to be able to jump more than one of their characters to level 90 instantly, and they didn't want to tell them to go buy another copy of the expansion. So they are going to sell these vouchers to players directly. The silly thing to me is that I believe they are selling you the voucher at the same cost as the expansion, so you might as well have just bought another copy of the expansion expansion.
